2. Wy’East Solar Invitation to a Public Meeting, Jan. 8



Pacific Solar Investments, Inc., wholly owned by Iberdrola Renewables, LLC, is proposing the Wy’East solar project to be located approximately 4.4 miles east of Wasco, Oregon, in Sherman County, near the Klondike I, II and III, Biglow Canyon and Patu operating wind projects. Pacific Solar Investments, Inc. submitted a Conditional Use Permit application to Sherman County and invites you to an informational meeting on the project.


The project would have a nameplate capacity of up to 20MWac. The project would consist of photovoltaic panels, inverters, mounting infrastructure, electrical collection system, internal access roads, fencing, and a connection to existing substation equipment within the existing fenced Schoolhouse Substation to interconnect the project to Bonneville Power Administration. 

WHO: Everyone is welcome to come. Sara Parsons from Iberdrola Renewables will provide an overview of the proposed project and answer questions.

3. Memorial Service for Donald von Borstel 1921-2015

Donald von Borstel was born May 25, 1921 near Kent, Oregon, the oldest of six children born to Ted and Millie von Borstel. He died in The Dalles, Oregon, December 6, 2015. He received his education at Kent and Oregon Institute of Technology. He joined the U.S. Navy on December 15, 1942 and flew Kingfisher aircraft off the battleship ALABAMA while earning the rank of Lieutenant JG in 1945.

He married Jacqueline Henrietta Jenkins of Baker, Oregon. Married over 50 years, they lived on the Sherman County farm SE of Grass Valley. He is survived by their five children: Joy Farmer, Cathy (Larry) Behm, Carsten (Ree Ella), Wayne (Marta) and Ted (Jeanne); 11 grandchildren; 18 great-grandchildren; one great-grandchild; sisters Marie Hattrup and Rita Swyers. He was predeceased by his brothers Carl and George von Borstel and sister Cassie De Courcey. After Jacque’s death he married Marta Maria Crisotomo.


Don served the county community with his participation on three school boards, the American Legion ceremonial firing squad, and the St. Paul’s Episcopal Church building committee.


Pallbearers will be his grandsons, Aaron Farmer, John Farmer, Seth von Borstel, Noah von Borstel, Donald von Borstel, Matthew von Borstel and Mark von Borstel. Viewing will be December 19th 10:30 to 11 a.m. at the Grass Valley Baptist Church followed by the service, graveside service at 12:30 and a luncheon at Sherman Elementary School at 1 p.m. Donations in his name may be made to Sherman County Historical Society, P.O. Box 173, Moro, OR 97039.


4. Oregon Air National Guard to Track Santa on Christmas Eve

PORTLAND, Oregon — The Oregon Air National Guard will be on high alert again this Christmas Eve as they work closely with the United States Air Force and the North American Aerospace Defense Command (NORAD) to monitor the skies and track the annual flight of Santa Claus. According to Col. Paul T. Fitzgerald, 142nd Fighter Wing commander, “It is not uncommon for our pilots to fly alongside Saint Nick in the skies this time of year. He expects to see us and the reindeer have become quite accustomed to flying in formation with our F-15s.” “Year after year, we receive reports on Christmas Eve from the Western Air Defense Sector at McChord Air Force Base, in Washington,” said Capt. Angela Walz, spokesperson for the Portland Air National Guard Base.

“They report high-speed radar returns from their defense network radar systems. Because our F-15 aircrews are on continuous alert, they may be ordered to intercept and investigate anything that can’t be positively identified on radar.” For more than 65 years, the Oregon Air National Guard’s mission in Portland has been to provide air defense of the Pacific Northwest — 24 hours a day, seven days a week. The Oregon National Guard is also prepared to respond to state and local emergency contingencies under command of the governor.

Trackers worldwide can also speak with a live phone operator to inquire as to Santa’s whereabouts by dialing the toll-free number 1-877-Hi-NORAD (1-877-446-6723) or by sending an email to Official NORAD Tracks Santa apps are also available in the Windows, Apple and Google Play stores, so parents and children can countdown the days until Santa’s launch on their smart phones and tablets! Tracking opportunities are also offered on Facebook, Twitter, YouTube, and Google+. Santa followers just need to type “@noradsanta” into each search engine to get started. Any time on Dec. 24, Windows Phone users can ask Cortana for Santa’s location, and OnStar subscribers can press the OnStar button in their vehicles to locate Santa.


5. Common Core now the Law of the Land

Congress has repealed the No Child Left Behind Act only to replace it with a far worse centralized control of education — Every Student Succeeds Act. Congress has admitted that Common Core now will be federal law and that it is not about academic learning but rather changing the beliefs, values, behavior and worldviews of students.


In a nutshell, the government is conducting psychological profiling of our children. During the House proceedings prior to the vote, Rep. Tim Ryan, D-Ohio, made the stunning statement that Common Core is being redefined as social-emotional learning, which must come first in the learning hierarchy — with academics ranking second!


Like ObamaCare, the ESSA is unconstitutional and is a government takeover of education — now we get ObamaCore! The government is requiring states to “demonstrate” that they have adopted standards aligned to “college and career standards.” This term is code for Common Core. The government requires that “same standards shall apply to all public schools and public school students in the state…and include the same knowledge, skills, and levels of achievement expected of all public school students in the State.”


Further, those standards are to align with higher-education requirements and “career and technical education standards,” which are federally approved under the Workforce Innovation and Opportunity Act. Since the bill does not define whether higher education means community college or four-year university, the states will be forced to accommodate all students, which means aiming for the lowest level of higher learning — the community college. This leaves higher achieving students unprepared for a four-year institution!


The federal government has taken control over test content which includes both academic and psychosocial questions. During testing, computers will collect personal information including student attitudes, behavior and mindset. ESSA ignores the unlawful change by the USDOE to FERPA, which allows third parties to access personally identifiable student data. Nothing prevents private international corporations from collecting PII. Data mining for PII is highly dangerous to the freedom of Americans, because it is this Soviet-style government cradle-to-grave data collection which allows the government to conduct surveillance of American citizens. Ignoring parental rights to opt their children out of these invasive assessments, the government requires that 95% of students in each state participate in testing and penalizes states for non-compliance.


This places parents and students in direct conflict with school officials who will be forced to use heavy handed tactics to meet federal requirements. Head Start now is expanded to include childcare through a $250 million Child Care Development Block Grant. Since there is no work requirement for parents, likely this will mean free daycare for many children, paid for by parents who have to pay for their own child’s daycare. Because early childhood programs must be aligned with Head Start and Child Development Block Grants, young children will be subjected to federal preschool standards which also include psychosocial factors.


In spite of mountains of evidence that pre-K is ineffective and can create academic or emotional harm, Congress has decided to throw more children in harm’s way and sends a $250 million bill to taxpayers. In fact, an additional 2% per year will be appropriated for fiscal years 2017-2020 to pay for the wish list of Congress and their lobbyists. Included in the ESSA wish list is the fulfillment of Arne Duncan’s dream for 21st Century Community Learning Centers.


This is a Soviet model for cradle-to-grave education with children spending most of their waking hours there. In the spirit of “it takes a village to raise a child,” the government is usurping the authority of parents and churches to rear our young. In these centers, the government will be collecting mental health data and determining if children should be sent to counseling.


For months the public has protested the passage of ESSA with Congress ignoring them. It is inevitable that this bill will trigger the same deep public anger stoked by the Affordable Care Act as Americans experience the damage wreaked by these hypocritical Beltway politicians who send their kids to Common Core-free elite private schools. – See more at:

The Sherman Elementary SMART (Start Making a Reader Today) program would like to extend a heartfelt thank you to the Sherman County Cultural Coalition for their generous grant for the 2015-2016 SMART program. The SMART program consists of 18 regular volunteer readers in Sherman County who provide literacy support to K-3 readers, fostering a love of reading in these students. The Oregon SMART organization provides a permanent book collection to the school, along with up to 14 books per participating child which are given away regularly during the program year for children to take home and keep.  On behalf of all the SMART readers, thank you for helping to make this possible! ~ Janet Pinkerton, SMART program coordinator for Sherman County.
